Ceremonial Awarding of Certificates for the Executive Course in Public Management Batch 1

03 December 2021 – The Philippine Air Force Officer School (PAFOS) held its Ceremonial Awarding of Certificates for the first batch of student-officers who enrolled under the Executive Course in Public Management (ECPM), a twinning program between the Philippine Airforce Officer School (PAFOS) and the Development Academy of the Philippines Graduate School of Public and Development Management (DAP-GSDPM), through its Security Governance and Diplomacy Cluster (SGDC). This batch is composed of fifty-three (53) PAF student-officers with ranks of Captain who also attended the Squadron Officer Course (SOC) in PAFOS, Fernando Air Base, Lipa City.

In attendance was the DAP Graduate School Dean, Dr. Lizan E. Perante Calina who, in her speech, expressed her gratitude to PAF for their willingness to partner with the Academy. She gave a brief description of the twinning program which comprises two critical modules: (1) Public Management and (2) Research. Both modules are blended in the SOC curriculum and are carefully crafted to fill the academic needs of PAF officers. Afterwhich, she congratulated the graduates and recognized the hard work and perseverance of the officers amidst the challenges of online learning.

The awarding of the certificates to the seminar leaders was facilitated by PAFOS Commandant, COL MA CHRISTINA O BASCO PAF (GSC) together with Dean Perante-Calina. Also present to witness the event was selected PAFOS staff along with GSPDM SGDC Program Manager, Ms. Alyn Joy D. Baltazar and ECPM Learning Manager, Mr. Christian C. Dolorfino. The graduation ceremony was held subsequently after the Ceremonial Signing of the Memorandum of Agreement between PAFOS and DAP Graduate School.

This twinning program runs twice every year as part of the PAFOS Squadron Officer Course.

MOA signing between the Development Academy of the Philippines (DAP) and Philippine Air Force Officer School (PAFOS)

03 December 2021 – The Air Education, Training, and Doctrine Command (AETDC), Philippine Air Force (PAF) held the ceremonial signing of the Memorandum of Agreement (MOA) with the Development Academy of the Philippines (DAP) at the UAV Hangar, Fernando Air Base, Lipa City with National Defense Secretary Delfin N. Lorenzana, as Guest of Honor.

AETDC, PAF was represented by key officers, AFP Deputy Chief of Staff, VADM ERICK A KAGAOAN PN, PAF Commanding General, LTGEN ALLEN T PAREDES PAF, and AETDC Commander, MGEN FERNYL G BUCA PAF. On the other hand, Dr. Lizan E. Perante-Calina, Dean of the DAP Graduate School served as DAP’s representative.

The MOA signifies the strategic partnership between the Philippine Air Force Officer School (PAFOS) and the DAP Graduate School to further the skills, knowledge, and capabilities of PAF personnel through professional education. The resulting twinning program between the two institutions is partly implemented by the DAP Graduate School through its Security Governance and Diplomacy Cluster (SGDC) and is conducted in alignment with the PAFOS Squadron Officer Course. This is one of the several academic collaborations that the Academy has pursued over the years with the aim to contribute in the honing of competent and responsive public and development managers.

Also present to witness the said event were Ms. Alyn Joy D. Baltazar (SGDC Program Manager), Mr. Christian C. Dolorfino (SGDC Learning Manager), and several Headquarter PAF and AETDC staff.

DAP Graduate School Holds Program Integration for MPM DevSec Batch 17

20 November 2021 – The Academy’s Graduate School of Public and Development Management (GSPDM), through its Security Governance and Diplomacy Cluster (SGDC), held the Program Integration for the co-learners of the Master in Public Management major in Development and Security (MPM-DevSec) Batch 17.

Dr. Lizan E. Perante-Calina, Dean of the DAP Graduate School, gave the welcome remarks and integration lecture. She mentioned how the MPM DevSec Program instilled important values and teachings. She further expounded that these will greatly contribute to the co-learners’ roles as DevSec leaders. Proceeding with the lecture, Dean Perante-Calina provided an overview on futures studies, the indigenized concept of foresight – ‘Hiraya Foresight’, and Phronetic Leadership.

Prof. Shermon O. Cruz, DAP-GSPDM Faculty, introduced ‘Dreams and Disruptions', a scenario-building game that focuses on time horizons and anti-fragile visions of the future. By gamifying Futures Thinking, Prof. Cruz was able to facilitate an interactive workshop that gained much participation and appreciation from the co-learners.

Afterwards, Dr. Reginald G. Ugaddan, DAP-GSPDM Faculty, delivered the final lecture on Strategic Foresight and Futures Thinking. He highlighted the importance of foresight in order to effectively contribute in policy-making. Moreover, he warmly congratulated the co-learners for doing a great job throughout the program implementation.

Towards the end, a surprise video was shown to the co-learners, reminiscing their learning journey. To commemorate the Program Integration, a short virtual photo opportunity took place with the speakers, the Learning Management Team (LMT) and the MPM DevSec co-learners.

For twelve consecutive years (2009-present), the DAP Graduate School and CGSC AFPETDC, through the MPM DevSec Program, have worked together to enhance the competencies of future leaders in the military. To date, the program has produced 1,787 graduates from the different branches of service of the AFP and allied countries.
