“This executive course on program administration and quality management is both a need and a strategic investment to ensure that resources are used wisely.”
  Hon. Reginald S. Velasco

On the 20th of October 2023, 50 senior and junior staff of the Secretariat of the House of Representatives (HRep) attended the Welcoming Ceremony and Opening Program of the ECPAQM via Zoom, organized by the Health Governance and Social Protection Cluster (HGSPC) of the Development Academy of the Philippines-Graduate School of Public and Development Management (DAP-GSPDM).

The ECPAQM is part of the major courses offered in the Masters in Public Management (MPM) Program. It will introduce the HRep staff to the core concepts and principles of program management. It aims to develop each co-learner’s organizational management and management-analysis skills to execute and sustain various programs within their organization effectively.

The Program started with a - message from Hon. Reginald S. Velasco, Secretary General of the House of Representatives. He emphasized that the learnings and experiences gained from the course should not be confined only inside the virtual classroom but used at the operational level at the HRep.

After Hon. Velasco’s message, the Dean of DAP-GSPDM, Dr. Lizan E. Perante-Calina delivered her address highlighting the need for HRep to be equipped with the essential skills in organizational management and management-analysis as it upholds the constitution and craft laws that shape society.

The program continued with Ms. Nikki Billedo, Program Manager of HGSPC introducing the Graduate School and the Faculty-in-Charge, Dr. Nicasio Angelo Agustin to its new batch of co-learners.

After the introductions, Mr. Gerald Macabinquil, the Program Manager for the course, discussed the academic and house rules to start the HRep staff’s journey throughout the course. Classes were held after a short break. The co-learners have already started the first out of seven class sessions as they begin their academic journey.
