25 June 2022 | “Make sure that you do your utmost best, and only then can you leave with our Almighty God the rest.” This clarion call for civil servants to manifest their faith through their duty and there is the highlight of Hon. Julius B. Japa’s Inspirational Message as Guest of Honor at the Certificate Course on Public Finance and Budgeting (CC-PFB) Graduation Ceremony.

The Development Academy of the Philippines - Graduate School of Public and Development Management (DAP-GSPDM) awarded 163 co-learners with certificates for their participation and completion of the Certificate Course on Public Finance and Budgeting. With classes in the previous months held online via Zoom, the hybrid Graduation Ceremony held at the DAP Conference Center in Tagaytay City became the much-awaited opportunity for the CC-PFB co-learners, a diverse set of professionals hailing from the public and private sectors, to finally meet and network in person.

The Graduation Ceremony first presented the CC-PFB Co-learners through their procession into the auditorium, where at their convention, Dr. Lizan E. Perante-Calina, Dean of the DAP-GSPDM, delivering her Welcome Remarks, proudly expressed her hopes that the CC-PFB ably delivered an outstanding capacity building experience consistent with the DAP Graduate School way.

After the message, Dr. Lizan E. Perante-Calina, Dean, DAP-GSPDM, Atty. Engelbert C. Caronan Jr., President & CEO, DAP, Hon. Julius B. Japa, Director IV, Technical Service Office of the Office of the Deputy Executive Secretary for Finance and Administration of the Office of the President of the Philippines all joined to make official the Awarding of the Certificates to all 163 co-learners.

Festive spirits brought upon by the official awarding of certificates continued into the announcement of the Special Awards for Superior and Outstanding Outputs. Ms. Rochelle A. Cruz, Learning Manager of the CC-PFB, gave context to the Capstone Activity on Innovation Challenge, the course’s major final output. In total, the Graduate School awarded the following three groups a Special Citation: “Bantay Kaban ng Bayan: Enhancing the Philippine Budget Process Through E-Budgeting”, “Budget Tracking System (BTS): Streamlining budget communication through a live, web-based dashboard to strengthen budget execution and promote greater accountability”, and “Kaban PH – The Philippines’ Budget Information Site for All”.

The Graduate School awarded the Outstanding Capstone Activity on Innovation Challenge to group members of the “Project Lipad System – LGU Integrated Procurement Administration Data Base”.

After their recognition, co-learners of the CC-PFB then took the opportunity to speak. Four co-learners namely, Mr. Norman David F. Delos Reyes, Chief Administrative Officer, City Government of Manila, Ms. Maria Luisa B. Faunillan, Vice President for Administration, University of Southeastern Philippines, Mr. Ruben R. Dueñas, Budget and Management Specialist II, Department of Budget Management, and Ms. Siettie Amina M. Abdulazis, Chief Administrative Office, Office of the Chief Minister of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM-OCM), shared with the audience both the uniting and the unique aspects of their CC-PFB learning journey. Synthesizing their diverse experiences, Ms. Ronalee N. Orteza, Campus Director of the Philippine Science High School – Ilocos Region, delivered an inspiring Statement of Commitment on behalf of all of the CC-PFB co-learners.

The CC-PFB Faculty-in-Charge, Prof. Sheryll Grace S. Aromin, who, after being awarded a Certificate of Appreciation by the Graduate School, congratulated the co-learners in completing the capacity building program. Lastly, DAP President & CEO Atty. Engelbert C. Caronan Jr., in his Closing Remarks, gave heartfelt recognition to co-learners, most especially those working in the background of our financial administrative systems.

The Graduation Ceremony was brought to a close where the co-learners, the Graduate School, and guests all joined in the singing of the DAP Hymn.

The CC-PFB was made possible by Dr. Lizan E. Perante-Calina, DAP-GSPDM Dean, Ms. Rochelle A. Cruz, CC-PFB Learning Manager, and Ms. Gemalyn Sabayo and Mr. Joemari Cinco, CC-PFB Learning Associates, as well as the GSPDM Sustainable Development and Regional and Local Governance and Development Cluster (SDRLGC) who all assisted in implementing the hybrid Graduation Ceremony.

17 June 2022 - The DAP Graduate School of Public and Development Management (GSPDM) held the Program Integration for the Master in Public Management major in Development and Security (MPM DevSec) Batch 18 with the theme “Futures Thinking and Foresight in Military Towards an Anticipatory Governance Mindset” at the Development Academy of the Philippines Conference Center, Tagaytay.

The program started with the National Anthem and Invocation led by LTC DENIS L BULANDAY CHS, a co-learner of MPM DevSec Batch 18.

For the Welcome Remarks and Integration Lecture, Dr. Lizan E. Perante-Calina pointed out the important role of development and security, futures thinking and foresight in the military. Having a military geared with an anticipatory governance mindset would lead to having personnel that are capable in making wise, ethical strategic decisions for every scenario.

For his special message to the class, BGen Ramon G. Santos AFP (Ret), provided the co-learners with many tips regarding their upcoming comprehensive exams. Further, the Commandant of the Command and General Staff College (CGSC) CAPT FRANCIS ALEXANDER R JOSE(GSC) delivered the message on behalf of our twinning partner. He expressed his gratitude to the DAP for the longstanding partnership and learning opportunities for the co-learners.

The first speaker, DAP- GSPDM Senior Fellow Dr. Reginald G. Ugaddan, discussed the topic “Emerging Issues (Weak Signals) in the Development and Security: A Futures and Foresight Lens”. Dr. Ugaddan provided an overview of the Strategic Foresight Framework, the idea of trends and disruptions and how emerging issues are identified and how decision makers need to take advantage or suppress them.

For the second speaker, Professor Emeritus of Siliman University and DAP Academic Council member Dr. Ben S. Malayang provided a lecture on “Strategic Environmental Security Challenges of the Philippines”. Dr. Malayang warned of the worsening climate crisis, the concept of the Multi-Headed Hydra. He provided evidence of the cost of natural disasters in contrast to war. He advocated for the vision of a Nation with a strong Strategic Security and Defense Infrastructure that is sustainably built including the required shifts in order to achieve it.

Before the program ended, the Dean of DAP-GSPDM, Dr. Lizan E. Perante-Calina, presented the Certificate of Appreciation towards our speakers and twinning partners in the CGSC and the Armed Forces of the Philippines Education and Doctrine Command (AFPETDC).

The event was officially closed by MGEN CHARLTON SEAN M GAERLAN PN(M), Commandant of the Armed Forces of the Philippines Education and Doctrine Command (AFPETDC). He expressed his gratitude to all the hard work of the DevSec co-learners, the efforts of all faculty members and the Dean of GSPDM. He also acknowledged the support of Learning Management composed of Ms. Alyn Joy D. Baltazar, Program Manager; Ms. Precious P. Reforma, Learning Manager; Mr. Christian C. Dolorfino, Mr. Clemente I D. Vergara, Ms. Aya Camille B. Porral, Ms. Hanah Hadaza B. De Ocampo and Mr. Lawrence Llanita in managing the DevSec program alongside the the CGSC for the past thirteen years.

HAPPENING NOW | The Certificate Course on Public Finance and Budgeting (CC-PFB) conducts its Hybrid Graduation Ceremony at the Development Academy of the Philippines Conference Center (DAP-CC) in Tagaytay City.

A total of 163 co-learners from various national, regional government agencies, as well as the private sector, will be awarded certificates for their participation and completion of the 32 hours of coursework in public finance and budgeting. Additionally, the DAP Graduate School will recognize co-learners with Outstanding and Superior Outputs for the Capstone Activity on Innovation Challenge, which is the course’s major final output designed and evaluated by Prof. Sheryll Grace B. Aromin, the CC-PFB Faculty-in-Charge.

Hon. Julius B. Japa, Director IV, Office of the Deputy Executive Secretary for Finance Administration - Office of the President of the Philippines shall be the Guest of Honor in this commencement.
