29 July 2022 - The Graduate School of Public and Development Management of the Development Academy of the Philippines (DAP-GSPDM) together with its partners from the Command and General Staff College (CGSC) Armed Forces of the Philippines Education, Training and Doctrine Command (AFPETDC) conducted the Graduation Rites of the Master in Public Management major in Development and Security (MPM-DevSec) Batch 18 Program alongside the CGSC CL 70 Graduation ceremony last 29 July 2022, 03:00 PM, at the Armed Forces of the Philippines Commissioned Officers’ Country Camp Aguinaldo, Quezon City, Philippines.

This momentous ceremony was attended by Acting Chief of Staff LIEUTENANT GENERAL LTGEN ERICKSON R GLORIA PAF as the Guest of Honor and Speaker; Atty. Engelbert C. Caronan Jr., MNSA, DAP President and CEO; Dr. Lizan E. Perante-Calina, Dean of the Graduate School; Major General CHARLTON SEAN M GAERLAN PN(M), AFPETDC Commander; Captain FRANCIS ALEXANDER R JOSE PN (GSC), CGSC Commandant; the Academy Registrar, Ms. Monina de Armas and Learning Management Team; and partners and guests from the CGSC and AFPETDC. From the comforts of their offices and homes, the 77 candidates for graduation were joined by their families, colleagues and friends to celebrate this milestone in their lives.

The program began with the entrance of colors followed by the National Anthem. The Invocation was then led by COL DANIEL D TANSIP CHS (GSC) Chaplain Service, Chief Chaplain.

Captain Francis Alexander R Jose PN (GSC), officially opened the program with his welcome remarks where he congratulated the graduating class on their exceptional learning experience. He urged the graduates that this journey has made them fit to command, capable to plan and qualified to advise. He ended his speech by once again congratulating the graduates and hoping for their excellent performance in the future that will make CGSC proud in the years to come.

The highlight of the graduation ceremony was the declaration of graduates and conferment of the MPM DevSec degrees together with the CGSC, it was headed by the DAP President and CEO and the GSPDM Dean. The students went up to the stage together with their emeritus or loved one.

This was followed by the awarding of academic and leadership awards. For their academic achievement and high standard of academic integrity the academy awarded the citation of “With Honors” to the following students LTC MOONYEEN R TACADENA PA (GSC), LTC JOSEMARI J SARDENG PAF (GSC), CDR RONALDO M PASCUA PN(GSC) , LTC ROZANO M GORICHO NC(GSC), LTC JEFFREY S BUGNOSEN PA (GSC) . While LTC MARVIN A MARAGGUN PA (GSC) was announced as the Class Valedictorian for obtaining the highest grade.

Meanwhile, for his paper titled “Enhancing the Interoperability of the Armed Forces of the Philippines Communication System”, LTC DEXTER G GINETE PA (GSC) was the recipient of the Best Master’s Thesis.

The event was officially closed by the Guest of Honor and Speaker AFP Acting Chief of Staff LIEUTENANT GENERAL TGEN ERICKSON R GLORIA PAF. In his speech he congratulated the graduates and everyone involved in this successful academic program. He warned the students not to rest on their laurels but instead continue to pursue higher learning because it is imperative in advancing the graduates capability to handle the demands of the profession, adapt to changes and effectively address the challenges they have to face in the future. He ended his speech by urging the graduates to embody the core values of honor service and patriotism as they return to the field.

The ceremony ended with the graduates on the stage to take pictures with the principal guests. The event was hosted by Prof. Ma. Ciejay Calara and Maj Ferdinand Paolo Quiocho PA.

For thirteen consecutive years (2009-present), the DAP Graduate School and CGSC AFPETDC, through the MPM DevSec Program, have worked together to enhance the competencies of future leaders in the military. To date, the program has produced 1,973 graduates from the different branches of service of the AFP and allied countries. It is managed by the Security Governance and Diplomacy Cluster composed of Ms. Alyn Joy D. Baltazar, Program Manager; Ms. Precious P. Reforma, Learning Manager; Mr. Christian C. Dolorfino, Mr. Clemente I D. Vergara, Ms. Aya Camille B. Porral, Ms. Hanah Hadaza B. De Ocampo, and Mr. Lawrence N. Llanita.

Mission accomplished: 200 Internship hours completed!

The DAP-GSPDM and UP-NCPAG culminated the Student Internship Program through a Closing Ceremony this 08 August 2022.

Amando, Isa, Mirella, and Patty received their Certificates of Completion as they successfully finished their internship with the Graduate School.

August 4, 2022, DOH, Manila – Dr. Lizan E. Perante Calina, Dean of the Development Academy of the Philippines Graduate School of Public and Development (DAP-GSPDM) submitted a 2009-2022 Status Report to the Department of Health (DOH) Officer-in-Charge (OIC) Undersecretary Maria Rosario Singh-Vergeire. The document is a comprehensive report on the academic collaboration of the DOH and DAP-GSPDM for over a decade.

Ms. Nikki Billedo, program manager of the Health Governance and Social Protection Cluster (HGSPC) presented the summary of the report to OIC Undersecretary Vergerie and Assistant Secretary Kenneth Ronquillo, Health Policy and Infrastructure Development Team (HPIDT). Also present in the meeting were Mr. Mark Rex Jayson Atole, one of the Learning Managers (LM) of HGSPC, and Ms. Janette Cruz, Health Resource Management Officer (HRMO) of the Health Human Resource Development Bureau (HHRDB).

The Status Report includes the list of programs that the DAP-GSPDM conducted from 2009 with the Flagship Course on Health Sector Reform and Sustainable Financing and the Master in Public Management major in Health Systems and Development (MPM HSD) as HGSPC’s flagship programs. Ms. Billedo likewise informed the DOH officials that as of date, the DAP-GSPDM has capacitated a total of 1,757 health care practitioners where 45% are Regional Directors (RDs), Municipal Health Officers (MHOs), Regional Directors (RDs), Development Management Officers (DMOs), among others, as alumni of MPM HSD, followed by Chiefs of Hospitals (16%) as alumni of the Flagship Course and the current Certificate Course on Hospital Quality Improvement (CC HQI).

OIC USec Vergeire was also updated on the list of currently running programs of the cluster. The Continuing Education (CE) of health care practitioners under MPM HSD Regular Batches 4 and 5 will commence this year and a new track of MPM HSD for Hospital Administrators will also be conducted this year. The MPM HSD Online Batch 1 is now on research break in preparation for its third Core Course, Personal Efficacy and Leadership (PEL), which is scheduled on August 13, 20, and 27. Lastly, the CC HQI Batch 4 is scheduled from August 5-October 14, 2022.

Dr. Perante-Calina likewise presented several proposals for sustainability wherein OIC USec Vergeire emphasized that there is a need to capacitate more healthcare professionals by expanding the current programs that are running aside from coming up with regional implementations. She gave the DAP-GSPDM a task that she expects to be submitted or presented by September 2022 in preparation for more capacity-building courses in 2023.

HGSPC's other LMs are Ms. Queency Lyn Raagas and Ms. Susanna A. Gaan. They are assisted by Ms. Maricel Tiagan, Ms. Donna Baguinguito, and Ms. Marie Isabelle Adrales.
