January 25, 2022- The DAP Graduate School organized an Orientation on Universal Health Care (UHC) and its Updates to its esteemed public management faculty members in preparation for the opening of the Master in Public Management major in Health Systems and Development Online (MPM HSDO) Program. This is the first batch of the program that is offered to the public.
The activity was graced by Dr. Lizan E. Perante-Calina, Dean, GSPDM, and was attended by the Faculty in Charge (FICs) of the Program's Core and Major Courses and the Learning Management Team (LMT). Dean Calina introduced and warmly welcomed the FICs, facilitator and LMT. She also introduced Dr. Michael Caampued, the activity's facilitator and Resource Person. Present from the core courses' faculty pool were Dr. Ma. Oliva Domingo, Dr. Edgardo Pangilinan, Dr. Segundo Romero, Dr. Joaquin Gonzalez III, Dr. Michael Caampued, and Dr. Nicasio Agustin. The major courses' faculty members, on the other hand, were Dr. Agustin Agos, and Dr. Nicasio Agustin.
The orientation, facilitated by Dr. Caampued, was held to update and orient the program's faculty on the UHC law and developments and find alignments and inject ideas to enhance the current courses' syllabi. The FICs had a fruitful exchange of suggestions, ideas, and inputs on how to better their courses. At the end of the session, the faculty were able to identify key UHC points and highlights to be incorporated into their respective courses.
The MPM HSD Program is a 39-unit interdisciplinary graduate program for health sector practitioners and professionals. It aims to provide a holistic development package for health sector practitioners. Students of the Program will be able to observe, learn or share from best practices and have a chance to apply the optimum skills.
The Health Governance and Social Protection Cluster (HGSPC) is supervised by Ms. NIkki Billedo, Program Manager. Programs are managed by Mr. Mark Rex Jayson Atole and Ms. Queency Lyn Raagas, Learning Managers; and assisted by Mr. Gerald Macabinquil and Ms. Maricel Tiagan, Learning Associates.

03 February 2022 - The DAP Graduate School and the Department of the Interior and Local Government (DILG) Local Government Academy (LGA) had an Exploratory Meeting as LGA looks for possible areas of collaboration, especially in the area of capacity development for Local Government Units (LGUs).
The DAP Graduate School’s banner programs such as the Master in Public Management (MPM), Certificate Course on Futures Thinking, Certificate Course on Public Finance and Budgeting, Certificate Course on Evidence-based Policy Making, and Research on Sustainable Development Goals and Futures Thinking were some of the identified common areas that would harmonize LGA’s goal to develop various local government capacities.
This partnership enables new opportunities for both institutions, and also forms an avenue for continued synergistic efforts.

The Graduate School of Public and Development Management of the Development Academy of the Philippines (DAP-GSPDM) conducted the Virtual Graduation Rites of the Master in Public Management major in Development and Security (MPM-DevSec) Batch 17 Program last 25 January 2022, 03:00 PM, via Zoom.
This momentous ceremony was virtually attended by Honorable Lorna Regina B. Legarda as the Guest of Honor and Speaker; Atty. Engelbert C. Caronan Jr., MNSA, DAP President and CEO; Dr. Lizan E. Perante-Calina, Dean of the Graduate School; Major General Francisco Ariel A Felicidario III PA, AFP Education, Training and Doctrine Command (AFPETDC) Commander; Captain Francis Alexander R Jose PN (GSC), Command and General Staff College (CGSC) Commandant; DAP Academic Council; DAP-GSPDM Faculty Members and Learning Management Team; and partners and guests from the CGSC and AFPETDC. From the comforts of their offices and homes, the 116 candidates for graduation were joined by their families, colleagues and friends to celebrate this milestone in their lives.
Dr. Perante-Calina officially opened the program with her welcome remarks where she congratulated the graduating class on their exceptional learning journey despite the difficulties and limitations of online learning. She emphasized the importance of remaining teachable no matter the rank and honor they achieve in the future. She also reminded the graduates to serve with compassion despite the difficulties they might face. Dr. Perante-Calina said that as leaders, the pursuit of higher education always comes with a greater purpose and that it adds to how one can fully serve our nation. Finally, she thanked the graduating class for allowing the DAP Graduate School to become part of their personal and professional learning experience.
The introduction for the Commencement Speaker was delivered by Ltc Victor-Czar T Villanueva PA (GSC). On behalf of Honorable Legarda, Atty. Engelbert C. Caronan Jr. MNSA, delivered the commencement speech followed by a video message. He congratulated the graduating class for their achievements throughout their journey in the virtual halls of the DAP Graduate School. He challenged them to become paragons of leadership in their own capacity equipped with the learnings they have garnered throughout their stay. He imparted invaluable encouragement for the graduates to keep pushing forward towards greater heights. Lastly, he reminded them that it is the Academy’s pride and honor to impart to them the importance of knowledge sharing and co-creation. Honorable Legarda on the other hand, through her video message congratulated the graduates for a job well done despite the difficult journey and unique situation. She talked about how the world today is interconnected, interdependent and fragile, and that it would require innovation, boldness and hope. She challenged the graduates to respond to the demand of the changing world, rethink what security means for a country and explore perspectives. She advocated for a new philosophy, a new way to address the situation, that the only way to accomplish meaningful things is by acting boldly. Finally, she congratulated the graduates once again as they embark on the next chapter with resoluteness, clarity, courage and hope.
The highlight of the graduation ceremony was the conferment of degrees headed by the DAP President and CEO and the GSPDM Dean, together with the Academy Registrar, Ms. Monina de Armas. This was followed by the awarding of academic and leadership awards. Maj Young K Youn US Army (GSC) was announced as the Class Valedictorian and recipient of the Best Master’s Thesis for his paper titled “The Evolving Gray Zone: Countering Beijing’s Grand Strategy in the Philippines”. One student-officer, Ltc Ryan V Villar PA (GSC) also received the citation of With Honors. Along with Maj Youn and Ltc Villar, five student-officers received the Dean’s Special Citation for their Master’s Thesis namely, Cdr Leah G Estabillo PN (GSC), Cdr Aldrin A Gacusan PN (GSC), Ltc Emmanuel S Degal MC (GSC), Ltc Henry R Espinosa PN (M) (GSC), and Maj Mary Ann Pamittan-Martinez PA (GSC).
The class president, Ltc Vladimir P Gracilla PA (GSC), received the Leadership Award for his outstanding leadership qualities demonstrated in the class. Ltc Gracilla also delivered the class response on behalf of the graduating class.
The AFP Leadership Development Center (AFPLDC) Director, Colonel Jose Ritche M Pabilionia PAF (GSC), MPM-DevSec Batch 7 Alumnus, led the Public Managers’ Oath, while PAF Officer School (PAFOS) Commandant, Colonel Maria Christina O Basco PAF (GSC), MPM-DevSec Batch 11 Alumna, led the Alumni Oath.
The ceremony ended with the singing of the DAP Hymn, followed by the taking of virtual photos. The event was hosted by Mr. Christian C. Dolorfino and Ms. Celine Grace Abella of GSPDM and it was organized by the Security Governance and Diplomacy Cluster composed of Ms. Alyn Joy D. Baltazar, Program Manager; Ms. Precious P. Reforma, Learning Manager; Mr. Christian C. Dolorfino, Mr. Clemente I D. Vergara, Ms. Aya Camille B. Porral, Ms. Hanah Hadaza B. De Ocampo, and Mr. Lawrence N. Llanita.
