28 March 2022 – The Master in Public Management major in Development and Security with specialization in Maritime Safety and Security (MPM DevSec MSS) Batch 2 program began the implementation of its PCG-221 National and International Security (NIS) module with guest speakers from Global Fishing Watch (GFW), Mr. Vincent “Vinnie” Nguyen and Mr. Gunther Errhalt. The two speakers were invited to conduct an In-class Special Lecture on the topic: “Technology and Maritime Security: Global Fishing Watch and MarSec Priorities in 2022” by the module’s Faculty-In-Charge, Prof. Julio S. Amador III.
For his part, Mr. Nguyen gave an overview of what GFW is and how, through publicly sharing its data analysis tools and map visualizations, it can be used to improve safety and security in fisheries specifically in dealing with Illegal, Unreported and Unregulated Fishing (IUUF) policies and enforcement. Mr. Errhalt builds upon this by talking about how GFW has helped in addressing concerns in maritime governance for its global partners. By using its Automatic Identification System (AIS)-based data and cross-matching it with other available instruments such as Visible Infrared Imaging Radiometer Suite (VIIRs) and Vessel Monitoring Systems (VMS), GFW aims to reveal the global footprint of ocean-going vessels and helps keep track of unregulated fishing activities. Both speakers cited some of the benefits and results of applying tools like GFW and shared their experiences in working with different governments and authorities around the globe. The speakers expressed their gratitude to the Graduate School and hope to partner and collaborate more with the Philippine government and its Coast Guard in the future.
Mr. Vincent “Vinnie” Nguyen currently serves as a Government Services Liaison Officer for Global Fishing Watch, while Mr. Gunther Errhalt acts as one of the organization's Global Patrol Support Officers.
The MPM DevSec MSS Batch 2 is a twinning program between the Development Academy of the Philippines - Graduate School of Public and Development Management (DAP-GSPDM) and the Coast Guard-12 Education and Training-Philippine Coast Guard (CG12-PCG). It is managed by the Learning Management Team from the Security Governance and Diplomacy Cluster (SGDC) composed of Ms. Alyn Joy D. Baltazar, Program Manager; Ms. Aya Camille Porral; Learning Manager; and Ms. Precious P. Reforma, Ms. Hanah Hadaza B. De Ocampo, Ms. Christine Iriss B. Issip, Mr. Clemente I D. Vergara, Mr. Christian C. Dolorfino, and Mr. Lawrence N. Llanita.

March 25, 2022 - The DAP Graduate School's Security Governance and Diplomacy Cluster (SGDC) conducted a Special In-Class Lecture for its Master in Public Management Major in Development and Security program. As part of the GSC-227 International Relations and Geopolitics module, selected student-officers from the Armed Force of the Philippines, had the privilege to listen and convene with foreign guest lecturers from various security research organizations and the academe.
Dr. Chiew Ping Hoo, a Senior Lecturer in Strategic Studies and International Relations at the National University of Malaysia (UKM), delivered her lecture on the “Geopolitics of the Korean Peninsula”. She gave a brief history of the Korean conflict and the “Korea problem”. She then went on to give the contemporary situation of the peninsula amidst the provocations of North Korea and updated everyone on the geopolitical developments in Korea. After her lecture, Dr. Hoo graciously answered the questions and concerns of the co-learners regarding the issues in the Korean Peninsula.
The in-class special lecture was made possible by the initiative of the module’s faculty-in charge, Professor Julio S. Amador III, in inviting distinguished experts to share their knowledge and experience with the goal of broadening the perspectives of our co-learners in line with the module’s objectives.
The MPM DevSec is a twinning program aligned with the Command and General Staff College (CGSC) that seeks to build students’ competencies for them to become effective and efficient officers for strategic levels of command and staff positions in the AFP within the overarching framework of development and security. The SGDC Learning Management Team is composed of Ms. Alyn Joy D. Baltazar, Program Manager; Ms. Precious P. Reforma, Learning Manager; and Mr. Christian C. Dolorfino, Mr. Clemente I D. Dr. Gregory H. Winger, an Assistant Professor in the School of International and Public Affairs at the University of Cincinnati, delivered his lecture titled “Geopolitics of the Indo-Pacific: US”. As an expert of cybersecurity, U.S. foreign policy, and security studies, Dr. Winger, describes the thinking behind US actions in the Indo-Pacific through the “Big Picture Approach”. He then went on to discuss the history behind the US approach to the region and China and how the Indo-Pacific is the key to the 21st century. Dr. Winger’s lecture broadened the perspectives of the co-learners and impart to them a global view of the current situation and prospective future of the Indo-Pacific region.
