05 April 2022 - An in-class special lecture on the “Role of Coast Guards in Responding to Grey Zone Operations” was conducted in line with the implementation of the PCG-221 National and International Security module of the Master in Public Management major in Development and Security with specialization in Maritime Safety and Security (MPM DevSec MSS) program of the DAP Graduate School. A total of fifteen (15) Philippine Coast Guard Commanders enrolled under the program had the privilege to listen and discuss with the guest speaker, Vice Admiral Michael F. McAllister, Commander of the Pacific Area of the United States Coast Guard (USCG), who was invited by the module’s Faculty-In-Charge, Prof. Julio S. Amador III. Prof Amador also served as the class moderator for the entire session.

VAdm McAllister began his talk by sharing examples of evident grey zone activities that the USCG encounters locally and globally, the latter pertaining to Illegal, Unreported and Unregulated Fishing (IUUF) that threatens food security; militarization of civilian fishing fleets; and extraterritorial maritime claim activities which are also commonly observed in several countries. Cyber attacks are likewise a frequent incidence including the theft of intellectual property and militia behaviors, among others. Further, VAdm Mcallister mentioned how the USCG deeply values its close relationship with the Philippines and is actively working with the country in order to achieve their shared mission and core values of maintaining maritime safety, security, stewardship, and respect for the rule of law.

The MPM DevSec MSS Batch 2 is a twinning program between the Development Academy of the Philippines - Graduate School of Public and Development Management (DAP-GSPDM) and the Coast Guard-12 Education and Training-Philippine Coast Guard (CG12-PCG). It is managed by the Learning Management Team from the Security Governance and Diplomacy Cluster (SGDC) composed of Ms. Alyn Joy D. Baltazar, Program Manager; Ms. Aya Camille Porral; Learning Manager; and Ms. Precious P. Reforma, Ms. Hanah Hadaza B. De Ocampo, Ms. Christine Iriss B. Issip Mr. Clemente I D. Vergara, Mr. Christian C. Dolorfino, and Mr. Lawrence N. Llanita.
